Warlord: Tradition vs. Practicality

It is a good honorable tradition that the Warlord of Southern Shores should be a resident of our province. As it was first intended, this person should lead our native forces in battle during his year as Warlord. Consider also that it is extremely embarrassing to give the title to someone by default because he is the only resident to show up for the tourney. Before we pass a residency requirement. I think we need to assess the number of fighters who will be willing to participate in our tourney. We have a lot of fighters residing in Southern Shores but very few who want the title of Warlord. Is there something wrong with this picture??
